Iowa Court: Des Moines must return franchise fee money

DES MOINES, Iowa (AP) - The Iowa Supreme Court has ordered the city of Des Moines to refund a portion of the franchise fee it collects on gas and electricity bills, upholding a district court ruling that some of the fees are unlawful.
